Developing key competences for all throughout life

The proposed Council Recommendation defines eight key competences that are crucial to better prepare people for today’s societies. It also proposes concrete guidance to Member States to implement, assess and validate them effectively.

RECTEC standard

 RECTEC is a European project created in 2016 to promote employability through the recognition of transversal skills and their matching with professional qualifications.


Funded by the European Union, it brings together three French-speaking countries: Belgium, France and Luxembourg.  The evaluation framework lists twelve cross-functional competencies grouped into 4 areas: üan organizational center, bringing together the skills of “organizing your activity”, “taking into account regulations”, “working in a team” and “mobilizing mathematical resources“ üa communication center, bringing together the skills of “communicating verbally”, “communicating with the written word”, “taking into account social uses” and “using digital resources“ üa reflexive pole for action, “manage information” and “act in the face of unforeseen events“ üa reflexive pole with a personal aim, “to build one’s professional career” and “to develop one’s knowledge and modes of learning.

EU Skills Profile Tool for Third Country Nationals

The multilingual EU Skills Profile Tool for Third Country Nationals is intended for use by organisations offering assistance to Third Country Nationals. It helps to map the skills, qualifications and work experiences of the third country nationals and to give them personalised advice on further steps, e.g. a referral to recognition of diplomas, skills validation, further training or employment support services.

EUReKA – A Key Access to EU Rights

We share with organisations dealing with migrants the latest National Report on free movement rights and inclusion of foreign nationals in EU countries

Realized in the framework of the EUReKA – A Key Access to EU Rights project, born thanks to the European Programme Rights, Equality and Citizenship – REC and coordinated by the Idos Study and Research Centre, the report has been prepared by the European Institute of Romania.

The research identifies good practices and formulates indications and guidelines on policies to be implemented, starting from the data collected by Romania during the survey conducted between 15 November 2019 and 31 January 2020.

The aim of the survey is to map and evaluate existing technological tools (mainly websites) that can provide easy access to information, services and guidance for EU citizens and their family members living in another Member State.

Validation of non-formal and informal learning – Lazio Region, Italy

Lazio Region puts in place in a stable way to allow those who have gained adequate experience of study, work and personal life, to acquire a professional qualification  through:
■individualized participation in training courses (the recognition of training credits lead to a reduction in duration or access to training paths);

■certification of skills acquired during the course of an active life (without the obligation to participate in a training activity)


The system is an implementation tool for promoting lifelong learning as a right of the person, in order to ensure equal opportunities for all to recognize and enhance the skills acquired, in accordance with the attitudes and individual choices and in a personal, civic, social and employment perspective.
